ملخص الدراسة:

The study aimed at reach a proposed strategy for transforming the Palestinian universities towards smart university depending on the requirements of knowledge economy through identifying the availability degree of transformation requirements towards smart university according to knowledge economy, and indicating to the significance of differences among the means of estimating scores for the study sample depending on the variables of the study (university, specialization, the scientific degree, administrative position, years of service). The researcher used the descriptive analytical method to achieve the objectives of the study, and prepared a questionnaire which included of (58) paragraphs. The questionnaire has distributed on five domains: (smart people, smart buildings, smart management, smart environment, knowledge network). The study population consisted of all the deans, vice deans, and heads of departments in the three universities (Islamic university, Al-Azhar university, Palestine university) whose number is (166). To prepare a proposed strategy, the researcher used the structural approach through using focused group that consisted of experts and educators. The study found that the total score of the requirements availability to transform towards smart university depending on the requirements of knowledge economy from the perspective of (Dean, Vice Dean, Head of the Department) was at rate of (66.51%), and the degree of agreement was moderate. The domains had the following descending order (smart people, smart environment, knowledge network, smart management, smart buildings), so the researcher recommended that the Ministry of Higher Education and the Ministry of Education should adopt the proposed strategy, because of its active role in the development of higher education in general the educational process in particular, and its focus on individuals and help them to be creative people who are able to produce knowledge and compete in the local and international labor market.
