ملخص الدراسة:

The study aimed to investigated the degree of the realization of autonomy in the Palestinian universities in Gaza Governorates from the viewpoint of university leaders and ways of its activation. To achieve the objectives of the study, the researcher used the analytical-descriptive approach and designed a questionnaire for this purpose. The study sample was (114) university leaders represented by university presidents and their deputies, faculty deans and their deputies, and heads of departments. The study most important findings were as follows: The degree of the realization of autonomy in the Palestinian universities in Gaza Governorates from the viewpoint of university leaders was a high one with a percentage weight of (72.40%). The domain of academic independence was ranked first with a high degree of realization in the Palestinian universities researched in the current study, as its percentage weight was (79.8%). There were statistically significant differences in the means of the study sample estimates of the degree of autonomy realization in the Palestinian universities in Gaza Governorates attributed to the variable of university type. The study most important recommendations were as follows: Activating the role of the Ministry of Higher Education through acknowledging autonomy as an entry for the development of the university administration, and the formation of the necessary committees to follow up the universities during the trial phase. Coordinating among the Ministry of Higher Education and university administrations in implementing and following up the mechanisms of autonomy requirements, and determining the purviews of each of them so that decisions are made based on the purviews assigned to each of them. Heading towards the knowledge economy and the adoption of the concept of the productive university as one of the most important recent trends in financing universities.
