ملخص الدراسة:

This dissertation aims at analysing the determinant factors for grants and foreign aid in Palestine during 1996 - 2014 and explaining their types, purposes, and importance. Furthermore, it aims at examining the positive or negative subsequent effects of these grants and foreign aid and determine the size and the amount of foreign aid to Palestine, further explaining spending aspects. It analyses the relationship between some of independent variables (poverty rate, unemployment rate, and public budget surplus) and the dependent variable which is the amount of grants and foreign aid to Palestine. It also analyses the impact of grants and foreign aid to Palestine on the unemployment rate as a dependent variable. This dissertation uses the descriptive analytical approach to examine the topic of study; and display the most significant statistics, statistical measures and commenting on them. Further, it employs the quantitative approach to examining the most important determining factors for grants and foreign aid through establishing a multiple regression model by using (E-Views 9), and establishing a simple regression model to measuring the impact of grants and foreign aid on the unemployment rate. The dissertation's findings has shown the insignificance of some independent variables (poverty rate and unemployment rate) in interpreting the changes in grants and foreign aid. The statistical analysis has shown insignificant impact of the amount of the grants and foreign aid in reducing the unemployment rate in Palestine during the study's period; and the biggest portion of the grants and foreign aid was devoted for supporting the budget of the Palestinian Authority; and not for the aims of economic development. The dissertation recommends to allocate a sufficient portion of the grants and foreign aid to supporting the development projects; and reducing the dependence on the outside to covering the governmental expenditure through finding suitable alternatives. As well as to guide donors and persuade them to support the development oriented projects
