ملخص الدراسة:

The aim of this study was to identify the impact of the quality of Education Management Information System (EMIS) considering its dimensions of system quality, information quality, service quality, and facilitative conditions quality on initiative and administrative creativity. The study used the descriptive analytical approach in this regard, where the study population included all the managers of UNRWA schools in the Gaza Strip, who are 267 principals. The comprehensive survey method was used to approach them, where 250 responses were retrieved, i.e. 93.6% of the sample. The questionnaire was used as the main data collection tool, and SPSS program as a data analysis tool. The results of the study showed that the degree of awareness among the school principals to the quality factors of the education management information system EMIS was high in general, i.e. 77.93%. The facilitative conditions quality was ranked first in the principals' awareness, with a percentage of 80.08%, the information quality was ranked second with a percentage of 79.08%, and the service quality was ranked third with a percentage of 76.92%. The last rank was for the system quality with a percentage of 75.35%. The study also showed a high degree of agreement for the reality of initiative and administrative creativity, which counted for 83.36%. The results showed that there is a statistically significant relationship between EMIS quality factors and management initiative and creativity. The study also showed that the variables that affect the dependent variable of "initiative" are the system quality, information quality and facilitative conditions quality and service quality were found to have insignificant impact. Also the study showed that the variables that affect the dependent variable of "administrative creativity " is the facilitative conditions quality, Other variables, i.e. system quality, information quality and service quality were found to have insignificant impact. The study recommended that the establishment of the mutual program and full integration with the Department of Health and Engineering should be completed as soon as possible to produce accurate and comprehensive information. This is expected to increase the initiative and creativity of school principals. The study also recommended that the views and observations of school principals should be taken into account in terms of the necessary adjustment. Training should also be provided on how to use the system in developing managerial creativity and initiative among school principals.
