Abstract The study has reached a conclusion which sheds some light on the laws and procedures which are followed in Iraq , among which are those aimed at protecting children from delinquency in comparison with that of the Child's Protection Agreement which was issued by the General Secretary of the United Nation in 1989. The study tackles the essence of strategies which are followed in Iraq concerning children's affairs towards reaching an active contribution in raising the children's conditions which ensure forming strong and healthy personality of the children away form the crime and delinquency .The aim of this study, is directed towards maintaining and presentation the commitment and adherence with the items of the agreement through the legislations as well as the specialized originations of children care .The organizations that care for children's protection helps in creating a healthy atmosphere towards enjoying the whole rights of children. Especially the right of existence and protecting children from all kinds of exploitation through finding the children of their personalities and their feeling of their humanity which is an important thing in the progressing of all societies and cultures
