ملخص الدراسة:

هدفت الدراسة إلى تطوير أداء مرکز ضمان الجودة والتدريب بجامعة الأزهر في ضوء مدخل القياس المقارن، وذلک من خلال تعرف الإطار المفاهيمي للقياس المقارن، ومنهجيته في التعليم الجامعي، وتعرف واقع مرکز ضمان الجودة والتدريب بجامعة الأزهر وأهدافه ووظائفه من خلال اللوائح والتشريعات المنظمة، وتحديد الفجوة النسبية بين درجة (أهمية/توافر) عمليات القياس المقارن (التخطيط ـــ التحليل ـــ التکامل ـــ التنفيذ ـــ الرقابة والمتابعة) بمرکز ضمان الجودة والتدريب بجامعة الأزهر من وجهة نظر أفراد عينة الدراسة، والتوصل إلى أهم التوصيات لتطويره في ضوء القياس المقارن. واستخدمت الدراسة المنهج الوصفي للوقوف على واقع مرکز ضمان الجودة والتدريب بجامعة الأزهر، کما استخدمت الدراسة استبانة موجهة لعينة من أعضاء هيئة التدريس الذين تلقوا دورات تدريبية بالمرکز في الفترة من 7 إلى 19 يوليو 2018م والبالغ عددهم (125) عضوًا للتعرف على آرائهم حول درجة (أهمية/ توافر) عمليات القياس المقارن بمرکز ضمان الجودة والتدريب بجامعة الأزهر وتوصلت الدراسة إلى عدم وجود فروق ذات دلالة إحصائية عند مستوى دلالة (0,05) بين استجابات أفراد عينة الدراسة بحسب متغير المنطقة، الدرجة، جهة الحصول على الدکتوراه، الاعتماد، بينما توجد فروق ذات دلالة بحسب متغير النوع والکلية، وقدمت الدراسة العديد من التوصيات، من أهمها: ضرورة اقتناع واهتمام المسئولين بمرکز ضمان الجودة والتدريب بجامعة الأزهر بتطبيق القياس المقارن کمدخل إداري لتطوير مخرجات التعليم الجامعي الأزهري وتحقيق التحسين المستمر، وإنشاء وحدة داخلية فرعية بمرکز ضمان الجودة والتدريب بجامعة الأزهر تسمى وحدة القياس المقارن أو المرجعي، تکون مهمتها الأساسية البحث بصورة مستمرة والکشف عن أبرز التقنيات والأساليب والنماذج الحديثة في مجال الجودة والاعتماد، وتطويعها بصورة ميسرة للاستفادة منها بداخل المرکز بصفة خاصة وجامعة الأزهر بصفة عامة.The current study aimed at improving the performance of the quality Assurance and training center at Al-Azhar University in the light of the approach of Benchmarking, by identifying the theoretical framework of Benchmarking, its methodology at university education and the nature of the quality assurance and training center at Al-Azhar University, its objectives and functions according to regulations and legislations. In addition to identifying the stategic gap between the degree of (importance / availability) for Benchmarking processes(planning, analysis, implementation, monitoring and follow-up) in the quality Assurance and training center from the viewpoint of the study samples to make the most important recommendations for developing in the light of Benchmarking approach. The study used the descriptive method to identify the reality of the quality Assurance and training center at Al-Azhar University besides using a questionnaire headed for a sample of faculty members who received training courses at the center from July 7 to 19, 2018 estimated by (125) members to know their opinions about the degree (importance / availability) of Benchmarking at the quality assurance and training centre at Al-Azhar University.The study found that there were no statistically significant differences at the level of (0,05) between the responses of the sample of the study according to the region variable, degree,PhD, accreditation, while there are differences according to the variable type and college, The study presented several recommendations, the most important of which are: convincing those who are in charge of the Quality assurance and training center at Al-Azhar University to apply the Benchmarking as an administrative approach to develop the outputs of Al-Azhar university education and achieve continuous improvement. In addition to that, establishing an internal sub-unit in the center of Quality Assurance and training at Al-Azhar University called the Benchmarking unit whose function is to continually searching and identifying the most prominent techniques, methods and modern models in the field of quality and accreditation and easily benefit from them by particularly applying these models inside the center and Al-Azhar University as General.
