<strong>ملخص الدراسة:</strong>

The purpose of this study was to put forward a strategic model of the relationship and partnership between the Environment Quality Authority and municipalities in Gaza Strip in order to strengthen their cooperation through a practical professional strategic framework. To achieve the objectives of the study, the researcher used the content analysis approach through analyzing strategic plans for the Environment Quality Authority and municipalities. Six strategic plans for municipalities in the north, middle and south were analyzed. These included the the Municipality of Rafah, Khan Yunis, Deir Al-Balah, Nuseirat, Jabaliya, and Beit Lahiya as a sample for the study. Also, a focus group was held at the headquarters of the Environment Quality Authority in which specialized representatives of the Environment Quality Authority and the aforementioned municipalities participated to discuss the partnership model and raise questions about the partnership. The researcher used individual interviews as a tool with specialists from the municipalities of Khan Younis, Deir Al-Balah, Beit Lahiya and Jabaliya. Study most important findings: There is a lack in the level of partnership and awareness of the importance and advantages of the partnership between the Environment Quality Authority and Municipalities. There is motivation to apply the concept of partnership. Prepare a standardized model that measures the level of partnership. Study most important recommendations: The study recommended the following: 1. There is a need to formulate policies, strategies, objectives and criteria for partnership between the Environment Quality Authority and municipalities. 2. Establishing a culture of partnership between the Environment Quality Authority and Municipalities. 3. Prepare a model suitable for the level of work and needs of the Environment and Municipalities Authority, and apply it at levels.
