UNRWA depends on donations form donor states. It reduces frequently the expenditure levels because of financing falter. As a result there were gaps in its duty toward refugees. The role of UNRWA restricted to humanitarian aspects, excluding intervening in refugees fateful causes except in meddling to Israeli authorities cautiously and reports that submitted to UN. It is still practicing its function in cooperation with neighboring Arab States until now.
