He started a radical change in the administration of Judicial affairs and the appointment of judges. He is considered the supreme judge of the state who looked into the various legal cases. He was keen on issuing decrees which helped a lot in the development of the Babylonian Jurisdiction. Before the end of his reign, he issued a Famous law which is considered as one of the most important legal documents in the ancient near East.
