<strong>ملخص الدراسة:</strong>

This study attempts to identify the status of the revenues and expenditures of the Palestinian National Authority and to point out its strengths and weaknesses as well as the amounts of surplus and deficits. This takes place through comparing the financial reports of years before and after the tenth government. This is in addition to collecting raw data from a questionnaire distributed to a sample of 42 experts and academicians. The study findings were of great significane which are related directly to the financial performance of the Palestinian Authority. It was evident that Paris agreement and the restrictions it entailed along with the clearing regulations, revenue collection, and Israel's lack of commitment crumbles the Palestinians' ability to control the collection of revenues. Nonetheless, the possibility of increasing collection of money and decreasing overheads can be achieved through enacting a number of laws and regulations pertaining to investments, taxes, and governmental property. This also requires making some regulations on the balance sheet and the transfer between its articles. Moreover, this objective requires moving to the budget of programs and performance, and increasing the efficiency and performance of the inspection authorities.
